AIMSU demands arrest of culprits, SP assures action

ROING, Dec 27: A dawn to dusk bandh called by All Idu Mishmi Student Union (AIMSU) in protest against the atrocities allegedly committed by the D/186 of Central Reserve Police Force (CRPF) to the local people of the Lower Dibang Valley District ended peacefully yesterday.
According to sources, a scuffle in between a CRPF personnel and a local boy at Nirjule bus counter at the heart of the market on Dec 25 snowballed into this magnitude. The CRPF personnel after a brawl rushed to the camp and invited 20 to 30 another personnel and started beating everyone found there and brought the entire market to close. The personnel equipped with hockey sticks, cricket bats and stamps, rifle butts started hitting innocent public brutally and ruthlessly. A person was hospitalised and another two suffered minor injuries and many paddlers and vehicular persons were also became victims, sources said.
“My brother was beaten inhumanly without reason, the main person that had a skirmish with the personnel fled from the spot, when I reached the spot and when enquired about the reason they even kicked me using vulgar words,”rued the victim brother.
However, an emergency meeting was held at DC’s chamber under the chairmanship of T Karga SP in absence of DC to take the situation under control.
Condemning the incident, SP said, ‘we have already registered a case against the CRPF personnel based on FIR lodged from victims side’. An enquiry committee will be constituted to find out the actual facts, the SP assured. He also appealed the student unions and the people not to take law at their hand and cooperate with the administration and police for logical solution of the matter.
CRPF station at the hub of the township is blunder from the administration side, said Namo Linggi ZPM Roing while terming the act of CRPF personnel unjustified. If the protector of law himself is creating these sorts of anarchy then what would be the security of the common man? , Linggi questioned.

The AIMSU ultimatum demanded that CRPF personnel of D/186 must be booked immediately and terminate from the service, CRPF camp must be shifted from headquarter, all the medical expenses of the victims must be borne by the CRPF and a written apology must be given publicly by the CO of the D/186 company through all state dailies, local and weekly newspaper.

Animal health camp at Parasuram kund
NAMSAI, Dec 27: “Parasuram Kund” apart from having “the Kund (Temples) also have Goushala where more than 400 number of cattle get shelter. These cattles are the progeny of donated cows by devotees.
The Goushala is not in a position to accommodate such large number of cattle, owing to which number of diseases and ailments often affect these animals.
As a part of animal welfare activity R. K. Sharma ADC, Namsai organized an “Animal Health Camp” on Dec 26 with the help of “Athena Group” in collaboration with Animal Husbandry & Veterinary Deptt. Lohit District (A.P.) More than 350 cattle were examined and treatment rendered to 210 cattle.
The Camp was attended by 6 (six) Veterinary Doctors, 14 (fourteen) paraveterinarian & 8 (eight) attendant. Dr. D. P. Singh, Dist. AH & Vety, Officer Lohit District (A.P.) was the team leader.
ADC Namsai expressed satisfaction over successful completion of the camp at Parasuram Kund. He also assured that the Temple improvement society will be extended with all possible help for protection and welfare of these precious animals belonging to a sacred and holy place like “Parasuram Kund.”
Claims and counter-
ITANAGAR, Dec 27: The tussle over construction of a church at Namsai continued and refused to die down with claims and counter claims over the plot of land meant for church construction are still pouring in.
Arunachal Pradesh Christian Revival Church Council (APCRCC) claimed that the plot of land for church construction was purchased from the legal landowner. It is not community land as claimed by TKSC and TKSU, it said.
APCRCC further said that plot for the church does not come under the Supreme Court’s notification as it is neither a public street, public park or public place, “but a legally purchased plot at the outskirts of the town.”
Church be allowed to be reconstructed immediately at Namsai, the APCRCC said and lamented over, what it called, the failure of the state Govt and ADC Namsai to provide police protection as ‘the church construction was carried on with assurance of police protection by concerned authorities.” On the other hand, Indigenous Faith and Cultural Society of Arunachal Pradesh(IFCSAP) maintained that the CRC’s claim that the deed agreement of land and construction of church to be ‘undisputed’ is not true but malicious.

AEKSU allege misappropriation of fund
ITANAGAR, Dec 27: Alleging misappropriation of fund amounting to Rs 406 lakh sanctioned under SPA for construction of infrastructure for SDO headquarter at Seijosa, All East Kameng Students Union (AEKSU), Seppa demanded that state Govt constitute a special investigation team(SIT) within 15 days to investigate and find out the officials responsible for mismanagement of fund for necessary action.
Though an amount of Rs 1.5 crore reportedly released for the contractors, AEKSU, in a release said that remaining payment for the contractors should be stopped till the investigation team find out the truth.

Dr. S. Tayang, SMO and District Surveillance Officer in his power point presentation on Swine Flu said that it has become a major health concern of the world and it can be controlled by creating awareness among the people.
With increase in number of cases and affected countries it has the potential to adversely affect essential services like health, public transport, food supplies, air traffic and administrative functions etc. Dr. Tayang explained in length about mode of its spread, clinical signs, symptoms and precautionary measures to be taken to keep away from H1N1virus. He also gave an overview of previous influenza pandemics that took millions of human life.
In his welcome address Raj Kumar, Joint Director, DFP explained aims and objective of such awareness campaign and said that taking precautions and following "Do’s and Don’ts" are the only effective means for protection from the H1N1 virus. He also exhorted the participants to share the knowledge about H1N1 with their friends, relatives and neighbours and encourage them to take all necessary steps for protection from swine flu. The Circle Officer, Hayuliang and Guest of Honour T.R.Tapu asked the people to practice the habits of properly washing hands, covering nose and mouth while coughing and sneezing in their daily life. He said administration is well prepared and ready to face any challenge.
Other health issues like Malaria, HIV/AIDS, Child Care were also included in the programme, Dr. T.Rago ,M.O. and Dr. N.Dupit, M.O. spoke on these themes in details. Similar programmes will also be organized in West Siang and Changlang districts during January 2010.
Tezu Govt Hr Sec School celebrates school week
ITANAGAR, Dec 27: The Govt. HS School is celebrating its 27the school week with traditional extravaganza from Dec 26 last.

Development underrates the pristine beauty of Ziro valley

ZIRO, Dec. 27: One of the most beautiful places in state, Ziro valley today is slowly turning into ghost town as a result of rampant illegal and inappropriate construction in the name of development. Beautiful pine trees once the sign of natural beauty are gradually being replaced by concrete buildings which is transforming Ziro and its adjoining area into an urban nightmare. This town nowadays looks more like a construction site with everywhere new buildings coming up with each passing day.
Large areas of forest and government lands have been encroached up on by local population. While every citizen of Ziro understands that their town is facing lot of problem out of haphazard and illegal constructions, very few are willing to speak out in open forum. They believe that with development urbanization definitely arrives. But someone like Subu Hinda, a college student cannot bear the pain of seeing his beautiful home town metamorphosing into a lost town. “Beauty of Ziro and Hapoli has gone hiding behind those concrete buildings. Everywhere I can see construction of new buildings going on and sometimes I feel commonwealth games is being organized here,” said Hinda on a lighter vein.
Apart from changing geography of town, these haphazard constructions is having environmental effect too with temperature of Ziro valley rising each year though some may attribute it to global warming.
“There’s no doubt that winter is becoming less cold and summer is getting hotter. Our grandparents tell us that once Hapoli and Ziro used to receive snow during winter. Now it sounds more like a fairy tale,” said Hinda. What astonishes people like Subu Hinda and many more is that Ziro valley finds its name among major literate centre of Arunachal Pradesh and yet people here have not valued the importance of preserving ecological diversity.
Longding district yet to see the light of the day

Much to the delight of the Wancho people, Dorjee Khandu led Govt had announced the creation of the Longding district bifurcating the Tirap district. But the proposed new district is yet to see the light of the day, as there is no official notification regarding creation of the said district.
Therefore, we the senior citizens, PR leaders, Church leaders, public leaders and student community request the Govt for early notification of Longding district before 2011 census. If it is not notifified earlier, the district will have to wait for another ten years (2021 census) for its recognition.
Moreveover, the proposed district needs lot of development activities like road infrastructure, construction of Govt quarters besides improvement of health sector. Therefore, we humbly request the present Govt for early notification of the district and allocation of more budgetary fund for the speedy development of the area.

Yet another bridge of Gammon falls
Dear Editor,
The breaking news flashing on the TV Screens displaying the debris of the Kota bridge is not the first time that a bridge built by the Builder Giant Gammon India Limited has collapsed. In the past few months we have witnessed the Delhi Metro Incident and some other bridges built by this Builder Giant.
It is of grave concern to us that the bridge over river Siang is built by this Giant. The cause of worry is that building even 30% of the bridge took more than 15 years, but the remaining 70% was built in a period of few years, taking a total of 22 years. Also, I personally have never seen a bridge which is not flat but protruding at many locations. The bridge has many protrudings or bulges. The people including my self never know if it is really safe to have a ride at the back of this majestic bridge, although the view from above it is really beautiful and scenic.

An appreciable move indeed
Dear Editor,
A move to open NIT in Arunachal is indeed appreciable a lot. This will definitely open a window of technocrates in our state. A state with enourmous resources complimented with beauty has long been under dark shadow of ignorance from past national and state political leaders.
With NIT coming up, addition to NERIST, state will come on India's techno map. People of Arunachal are naturally talented. Only problem is lack of right education system supported by good infrastructure right from primary level to degree, post graduate and doctorate. With NIT coming up, I hope to see Arunachalee best among better in world in time to come in fields of science and technology.
Hopefully the project will be finished sooner and allocated resources are not lost in any opportunist's pocket.

An old timer, Subhash Gosh who has been living here since 1984, running a grocery shop and has witnessed changing dynamic of Ziro valley feels that lack of farsightedness and lackluster attitude on the part of the Government has contributed to destruction of this beautiful town. “Most of government land are being encroached but authorities are keeping mum. I feel sad to see present condition of Ziro town, where I have spent major part of my life and which I regard as my home town,” regrets Subhas. But he still hopes that things may change for better in coming days when local people will understand the need of preserving flora and fauna of the state for coming generation.
